Top 10 nations protecting & destroying the oceans

"A fire is raging in our oceans, but we don't know about it as we can't see the smoke. Just as a fire can wipe out entire villages, this fire threatens to consume and destroy the delicate balance in the oceans that has evolved over 400 million years."
Each year, the OceanElders will be publishing lists of the best nations, the worst nations and the most improved nations in the world with respect to their care for and treatment of the ocean.
This week Costa Rica went from being one of the worst to one of the best when it comes to protecting the oceans after it announced a new decree banning shark finning.
Help the OceanElders determine the criteria we should use for these lists and help us determine which nations should be on each list. We will take all your recommendations along with those of all ocean NGOs and select the finalists.
